It is part of the broader Low-Income Home Energy Assistance Program (LIHEAP) and was established to address the needs of households struggling with the costs of water and wastewater services.

In short, LIHWAP provides financial assistant to low-income Americans to help manage their residential water utility cost. Its aim is to prevent water shutoffs and support vulnerable households in maintaining access to this essential resource.

The program is administered by different agencies in different states, who may work with a network of community-based local service providers to help with implementing the program in their areas.

In early 2023, Arkansas expanded the Low Income Household Water Assistance Program (LIHWAP), to help low-income individuals and families pay for their water bills in the state. The program is administered by the Arkansas Department of Energy and Environment.

The $10 million expansion aims to provide eligible households with funds up to $2,000 to pay their water and wastewater bills, including current and overdue bills.

Arkansans May Be Eligible for Assistance by Meeting the Following Criteria

  1. Need assistance to reduce water and/or wastewater costs on a monthly basis
  2. Live in Arkansas
  3. Are a U.S. citizen or qualified alien
  4. With income at or below income limits
  5. Receive one or more of other government assistance programs: Low Income Home Energy Assistance Program (LIHEAP), Supplemental Nutrition Assistance Program (SNAP), Temporary Assistance for Needy Families (TANF), or Supplemental Security Income (SSI).

While the program was opened, eligible Arkansas could apply by visiting the application portal. They would also need to have the proper documentation ready.

  • Valid identification such as driver’s license, State ID, Military ID, Tribal ID, passport and health insurance card or employment ID.
  • A copy of the applicant’s Social Security Card and the Social Security Numbers (SSN) for all family members, or alternatives such as proof of Individual Tax Identification Number, permanent visa, and alien registration cards/re‐entry permits.
  • Current or past due water/wastewater bills that include a breakdown of charges.
  • Disconnect notice (if water services have been cut off or are in danger of being cut off).
  • Lease agreement (if water/wastewater bill is included in rent).
  • Income documents if the applicant’s is not a recipient of above mentioned government benefits; if he or she is currently a recipient of those programs, prepare the determination/award letter for the program(s).

After submitting the application and provide required documents and information, the applicant will receive updates through email and/or text and be assigned a case manager. He and she can then contact the case manager for any questions regarding the application.

Latest Changes of LIHWAP

As we mentioned earlier in this article, LIHWAP has stopped accepting new applications since August 15th this year,

However, applications submitted on or prior to August 15th will continue to be reviewed and processed until all funds are distributed. If you have applied, it’s important to check your application status and promptly provide additional information to determine your eligibility.

If you haven’t submitted your application, it’s also essential to stay informed about updates of LIHWAP as the state is considering whether to extend the program into a permanent program.

You may also considering water-saving measures to reduce your water expenses, such as fixing leaks, using water-efficient appliances, and practicing mindful water usage.

Other Alternative Benefits

While LIHWAP has ceased accepting applications at the moment, there are other alternatives that can help you alleviate your financial burden.
