Are Lifeline and ACP part of the Obama Phone Program?

The "Obama Phone" or "Obama Phone Program" are nicknames given to the Lifeline Program and cell phones in this program. Lifeline phone service providers, not the government may give qualifying households a free smartphone.  These phones are sometimes called "Obama Phones".
