The Lifeline Assistance Program is a federal government program that provides free phone service, including monthly minutes and texts, to eligible senior citizens based off their income or government assistance participation.

The government's free cell phone service has been around for many years and is available in most states.

Seniors may also receive unlimited broadband thanks to the Emergency Broadband Benefits initiatives, which are administered by the Federal Communications Commission (FCC). Seniors can apply for both programs at the same time.

What Programs are Proof of Eligibility for Lifeline?

Free Voice, free Text, and free internet for seniors is available to consumers participating in the following programs:

  • Supplemental Nutrition Assistance Program (SNAP)
  • Medicaid
  • Supplemental Security Income (SSI)
  • Federal Public Housing Assistance (FPHA)
  • Veterans Pensions or Survivors Pension
  • or if your household’s income is 135% or less than the federal poverty guidelines

If your records in the SNAP system match with the documents you provide when applying for Lifeline benefits you should be automatically approved.

No, the government is providing discounted internet and phone services to seniors.  Your service providers may offer free or discounted phones.  You will need to speak with your Lifeline or EBB service provider about what they can offer.
